I borrowed a friends rotary cutter to use and the pto shaft is too short. I see that I can remove a roll pin and get a longer tube (outer) and that should do it. The tube is the newer triangle shaped deal (european?). Can anyone tell me where I can get the longer tube?

You could try a pto extension. They don`t cost much. They are available at TSC and some parts places have them.

How short is "too short"? Does it actually come apart when trying to hook it up? I ask, because the PTO extension mentioned only gives you about an extra 4 inches. During operation, you want the tubes to overlap by no less than 1/3 the closed length. Four inches might be just enough overlap to be dangerous.

Yes it does come apart. I engaged the PTO, lowered the cutter and the shaft came apart. I was thinking that I can get the outer (overlapping) tube at least 6 to 8 inches longer and that would help.
