Pto stuck on

I replaced the counter shaft and drive gear. They were toast ! Put it all back together and the pto lever is in the on position and won’t move. The pto shaft is free and turns. I guess I should have put the levers on and worked it before I assembled it ? TC33D

I have not recieved any responses on my thread, but i have solved the problem. I disconnected the pto lever from the linkage going into the bottom of the gear box. I then removed the half pin that holds the shaft in the gear box. I put a pair of vice grips on the shaft so i can rotate it. very carefully i started to pull out the shaft while rotating counter clock wise. it broke loose. popped out to the proper detent and voila ! Its good !
