Is that with no load? If so, put a load on it and come back with the results.....No it's not like the one I just bought and I would answer not normal. Mine has a fabulous 3000# lift, great flow for fast lifting and with the extra long lift arms, lift pins are about even with the back of the seat top. Goes from all the way down on an implement resting on the ground to all the way up, at IDLE, cold...just turned on in idle, in about 3 seconds, implement being a HD 7' disc harrow with 270# of Ford rear wheel weights resting on it.

You didn't say how familiar you are with your tractor or anything else for clues. To the right of the seat and a few inches below are 2 levers. The outside one you know about as you are trying to use it.....Position Control.
The inside one is the Draft Control lever and it's purpose is to allow you to plow at a steady depth and speed when the terrain changes. When plowing you adjust it for smoothest response from soil variations in combination with the Position Control.
However, when only using the 3 pt Lift function, the Draft Control lever needs to be all the way down. If it's not, you can get screwy results from trying to operate the Position Control such as you describe.
