RV salesman lie more than auto salesman. Most RVs manufactures never put there finished units on a scale. If tag says 9K I would count on 10K plus
water, food, clothes and other gear.
As Chris said limiting factor with 2500 is the tires even with good brand E loads.

Boat dealers are worse. I picked up a brand new 30' Wellcraft Martinque with a 10' beam in Pennsylvania in 2004. At the time I had a 2004 F250. It was sitting on a custom tri axle Eagle Trailer with a GVWR of 18,000#. I was told it was 12,500# empty on the trailer. It was actually 14,600# empty and full of Fuel, Water, and Gear it weighs in at 16,000# plus.

My tractor dealer sent me home with my tractor on a flatbed car hauler with the brake set and a 10k ratchet strap over the floor board. I didn't know enough about hauling to know better, and trusted this was adequate, since he should know.

It's the total package, not just the axle. Chassis, springs, hardware, tires, wheels, ect.

looks like the tires are the main limiting factor- just checked my Michelins (stock issue 265/70/17 and bought as replacements for my truck - even though they are 10 ply E rated and have a 3195lbs. gives a max rear loading of 6390 if inflated to 80 psi

looks like that tracks with what nc redneck said.

i know there are tires available for stock dodge wheels that have a 4000lbs.+ rating and combined with the one ton spring packs the 2500 should spec out better... Also aren't there some new 5th wheels that are full sized that take advantage of lighter materials in design and build that would satisfy the 5th wheel requirements of a cummins powered 2500..??

I think there are some manufacturers that make light 5th-wheel RVs, but honestly, I would probably just go for a bumper-pull and keep the bed of my truck usable. What keeps my girlfriend going back to the 5th wheels is that they have such better layout than bumper-pulls.
