Mowing RC72-30B Mid Mount Mower anti-scalp wheels

I have an RC72-30B (on a B3030 hsdc) Mid Mount Finish Mower. The Anti-Scalp wheels have broken loose from their inner metal post rings, and come off while mowing. I've tried gluing them back on a couple times with different glues, but to no avail. I can purchase them from my local Kubota dealer, but Geeze these anti-scalp wheels are expensive:2cents:. Has anyone had any luck in repairing these wheels, or know of where they can be purchased at a reasonable price?

After looking at all four wheels it seems all have broken loose from the inner steel, which rotates on the axel. I've tried several types of glue, but none will keep the bond, so to keep the wheel on the axel I put a larger washer on the outside, which has kept the rubber on. At some point all the tires will wear out from the inside due to turning independently from its steel lining.

Can you post a pic of your problem anti-scalp wheels. Really hard to picture what you're talking about. Someone might have a suggestion on a fix or alternative solutions.
