I looked at the videos several times, and did not see a problem.
Are you saying that you can't push or pull the lever at say a 45, 135, 225, and 315 degree angle, and have both spools operate?
How much time would it take to pull the lever full back and pop the lever to the right for both spools to activate.
If you push the lever to 45 degrees, each spool will use about half of the pump volume.
With you looking closely at the spool shafts, if you put the lever at a 45 degree angle, are both spools moving at about the same distance. If so, then there should be equal action on the lift arms and the bucket.
