I just picked up an older rear scraper blade that is bent in a few places and needs some TLC.
The price of the blade (free) was to good to pass up.

Right now the blade currently swivels 360 degrees so I can push or pull with it but since I need to dismantle the blade from the 3 pt hitch to repair the bends what do I need to do to make the blade tilt as well?

You could add gauge wheels and then use them to adjust for pitch. There are a zillon posts on them in the Build it yourself section.

I have a slider that has a bit of pitch adjustment, but I don't care for it very much. Adding a pitch adjustment to the blade itself without using gauge wheels would depend on how your blade mounts up to its carrier.

No you don't have to add tilt to blade you can do this with the adjustment on draw bars of tractor.
