Rear finish mower tire problems

I have a Massey rear finish mower that keeps rolling the front left tire off. I replaced the tire with a new one cause the old one looked weak in the bead area. It wasn't ten minutes and the new tire rolled off the rime destroying another tube. I can't figure out what is causing this and appreciate any help you can give me.

What I found on my Bush Hog finish mower was a sticking fork. There was enough wear on the shaft an in the housing that even though I greased it every time I used it, there were times the fork would "hang" and hold the wheel perpendicular to the direction of travel, rolling the tire off the rim.

I corrected the problem by ordering a new fork and replacing the tube it rotates in. I cut the old tube off the arm and welded on piece of DOM tubing the proper size.

Thanks for the tip. I was suspecting the same thing. I have replaceable bushing in the fork tube and they are only about 15 bucks each. I also noticed the axle on that side had grooves worn into it which may have caused some binding. I pressed a sleeve over the axle and gave it a test run it didn't roll off but I still think I'm going to replace the fork tube bushings.

I seriously considered trying to have my tubes machined to accept bushings. But they told me they'd have to cut the tubes and reweld them and I was in a bit of a hurry so I just replaced the tubes. If they wear out again any time soon I will definitely add the bushings.
