There are situations where having different available pto speeds can be useful. On jobs that require less torque, higher-speed pto gearing lets you run the engine at lower rpm, while maintaining implement speed. My tractor has a bigger engine than is sometimes needed, so the high speed pto setting is used for several kinds of mowing - the engine can run down at 1700 or so with less noise, heat, wear - even a little less fuel. Some implements are designed for the higher input speed - although not commonly available in the U.S. I believe haying equipment in Australia & New Zealand is designed for higher input speed.
