It will come off with a high pressure washer. Chances are it didn't stick that well to painted steel, with all the previous muck on the bucket. Just get under the concrete with the sprayer and it will lift right off. You way tru just a plain hose with a tight nozzle first.

ZEP makes a concrete splatter remover, i think its called "mudslide". we use it on our rental equipment at work. seems to work, and not quite so hazardous

I went by work today and looked at our tank. It is 33% hydrochloric acid. Sorry about the misinformation.
