Removing Governor TO-20

Hey guys! I am in need of some directions as to how to remove the governor off of a Ferguson TO-20. Governor arm isn't moving much. I began to removing several bolts from around the housing but found that one of the bolts is tucked far down and it seems as if the front end and radiator need to be removed to be able to remove it. Is there an easier way to remove the governor? Any help is appreciated. Thanks.

No,Remove the bonnet ,fuel tank Front axle assembly thoroughly clean and pull it apart parts are still available from Sparex ,bepco etc.
If you need help setting the governor just ask.
