Sounds like time to pull the flag down and head north, we left Orange County years ago for that reason.

Rental Yards here now require 3/4 ton truck or better when towing.

Family commitments in the Bay Area plus been with the Hospital since 1991 have been keeping me here.
It really is a different world when I'm in Thruston County...
Needed to get some work done and total strangers that have been referred do the job on a handshake and I send them a check when complete... that would never happen in my part of California...
Even the big box stores are like night and day and the rental yard I've used too.
I'm the 4th generation living in Oakland... lots of family history here over that many years.
Several of the Docs I work with have bought small farms in Oregon and my boss of 23 years retired and sold everything and bought a modest home in Beaverton Oregon... no shortage of Californians up your way...
I know I would save a bundle in vehicle license fees plus lower taxes too...
