Who picked the engineer?

The insurance company. But fail to see why that matters? The firm is putting their name and reputation on the line, and just giving a report with their suggestions. They really dont care what the insurance wants or does. They are simply inspecting and reporting on what they feel is the cause of the damage, the extent of the damage (as in what still needs attention after it dried), and what potentially needs attention but was not caused by the event
