I assume the problem you're having is breaking the taper press fit between the tie rod ball joint and the drag link. Since you're going to be replacing the tie rod, you don't have to worry about destroying the grease boot. In this case you can use a "pickle fork". You can buy these at most auto parts stores very cheaply. They fit between the ball joint head and the drag link. A sharp rap with a hammer and the tapered fingers of the fork will break the taper press.
There are also special pullers you can buy to do the job, or you can use a air hammer fitted with a blunt drift on the end of the ball joint stud. Using a regular hammer you can sometimes break the fit loose with a hard sharp rap, especially if a torch is used to heat up the drag link seat first. But you have to be careful using heat, most of these steering shafts have plastic inserts in their joints, which will be damaged from too much heat.
