Before removing starter for bench test You can try to hot wire it again by applying pressure moving the fan belt so that the flywheel is in a different position in case you have worn teeth on the flywheel. Another way to rotate the fly wheel is to take a long screwdriver and move the bolt heads on the crankshaft pulley.
A strong fully charged battery should be use. polish the points. Should also be timed right. hole for flywheel is under hydraulic pump.

Good news, its just the ORC that is slap wore out. I have a ton of parts coming to get her straightened out.
I hot wired her today to see if she would turn over and all I got was a "whirrrrr". Sounds like the starter is not poking out and engaging.

it's not the starter poking out and engaging, but rather the starter drive that may be the issue. if you heard a whirrrr sound.. the starter is indeed spinning.

I had a distinct feeling from your description that it was the orc that was wobbling, and not the entire pto shaft and bearing...

The way the pto shaft is leaking I just figured the worst. I was in parts ordering mode and one thing led to another.

Seal is very very easy to replace.
