I know you're on a limited budget, but...
Have you considered an old Gravely riding tractor (4 wheel) and putting a two-wheel Gravely tiller or rotary plow up front. Here's a thread from another forum that discusses it.
And, here is a picture of a rotary plow mounted to the front of a 4 wheel tractor.
Keep watching Craigslist for Gravelys. I know there's a guy in Wapakoneta, OH (maybe not too far South of you - Wapak is around the 110 mile marker on I-75) that has several old Gravelys that I see listed on the Dayton Craigslist from time to time.
