If you have a local tool rental place, a skid steer with a preperator (kind of like a tiller with grates) does a good job on terrible soil like yours (and mine).
Around here, you can rent one for $350 and it will make short work of the area you are speaking of.
I' on the other hand, used a Rake to make some furrows, and picked up all the rocks by hand into the bucket. It sucks.
