Buy a tiller that is rated at a lower PTO HP than the PTO HP that the tractor can deliver.
As an example, if the tractor has a PTO HP of 20, then look for a tiller that is rated for a PTO HP of around 15.

I have the 5' King Kutter II tiller for my Kubota L2502 (25HP) and it is a very well made, heavy duty tiller. My 2502 runs it very well, no issues whatsoever.
Mine had been used only twice and I picked it up for $600 off of a buddy.

You don't say where you are or the type of ground you want to till. If you're tilling sand, a six footer will work. If you're tilling hard clay, only dynamite will work.

The T25 is 50 inches wide. In a perfect scenario, you could find a tiller than was just a bit wider.
Your PTO HP is 18.3. Especially if your ground is hard or dense, you want to stay under that.
Very few tillers wider than 48" are designed for under 20 PTO HP.
There are a few that are smaller and offset, so you can till over your tire track on one side. Or just go with a 48" unit and you will have a few inches that the tires will compress. Be sure to look closely. Some will say 48" and mean working width. Others will mean total width.

It really depends on the soils you want to till. Generally, 4 or 5-ft. I have no recent experience with a tiller. My place is rocks in a matrix of bigger rocks in clay. So, no tiller for me. If I want a garden plot it is raised beds.
