This may be Consumer Cellular and Samsung specific.
Due to the turn off of 3G I was no longer able to place/receive voice calls over 4G with my Samsung A20 which has LTE. Called Consumer Cellular. Was told to turn off and on a litany of things, nothing fixed the problem. Told a rep would call me back within 2 days.
Finally hit the web, found:

There goes an excuse to upgrade my phone

Finally hit the web, found:
1. Swipe down from the top of the screen and then tap the Settings icon.
2. Find and tap General management.
3. Touch Reset.
4. Tap Reset network settings.
5. Tap the Reset settings button.
6. If prompted, enter your PIN, Password or Pattern.
7. Finally, tap Reset.
