Satoh Bison distributor timming issue

Ok, does anybody have any photos of the distributor timing set on a Satoh 650G Bison?? I know it's timing set is 16 BTDC, but every time I stab it based upon #1 TDC, it doesn't even try to fire. Do these older 4cl Mazda distributors have to be timed off of another cylinder???
