Not sure if this is the proper place to ask this question but i am going to anyway.

I am going to have to drill a 1 inch hole through my basement to feed a 3/4 water line to a new building and i am not sure how to seal the hole once the pipe is installed. The 3/4 poly pipe will come out of the house at least 36 inches below grade and i will want to seal that on the outside somehow, but i have no idea what to use.

I thought about that foam spray, but that doesnt seem like the right thing.

Please help.

Silicone caulk, works great, used it 100 times and no leaks. PVC pipe I assume, if copper pipe then install a PVC sleeve as the cement will eat holes into copper eventually.

So i would just kinda spread that Hydraulic cement around the pipe and the block wall to cover up any gap? Could i do the same on the inside? Or should i use something else on the inside?

I had a similar thing with bringing in a 3/4" Type K copper water line into the house. I drilled a 1.5" diameter hole and after snaking the copper in I built a dam out of Plexiglas or plywood and mounted it to the outside of the foundation. Then I made a similar dam with two 3/8" holes, one at the bottom and the other at the top.

Then I took a Baggie, cut a small corner off the bottom and duct taped a short piece of 3/8" flexible copper tubing to it. Then I filled the Baggie with anchor bolt grout and sealed it. I stuck the copper tube into the lower hole on the dam and squeezed the bag until the grout purged the air and came out the top hole in the dam. Think of the icing bags cake decorators use.

Yep, hydraulic cement is the only way to go. That's what the foundation guys recommend. It heats up and swells when hardening after mixing. I use it all the time and never had a leak yet. It sets up fast so mix a small amount at the time and work fast. Force it into the foundation around the pipe inside & out as far in the hole as it will go. Use your fingers to force it in & smooth it out. Good luck.

If it swells will it crush or harm the pipe? I will be using that poly plastic water pipe?

No, it won't crush the pipe. I've used it on poly pipe from the well thru the foundation.

this is the industry standard method - everybody I know uses it, including myself. You will be fine, just work FAST :D

I agree that hydraulic cement is the way to go. I would also suggest using ThoroSeal around the area to seal any cracks that might develop between the block and cement joint a day or two after the cement has cured. The longer the better.
