Like many have posted it can be both ways. My 2000 Kubota 3710 had a mechanical hour meter which was tied to engine rpm. An hour was recorded at pto speed. My 2006 JD 3720 has an electrical hour meter which records an hour as a true hour of engine running regardless of speed. Unfortunately, many of us use our tractors not at rated 540 pto speed and at considerablely lower rpms. 500 hours on a mechanical hour meter could be equal to 700 hours on an electical meter but really impossible to equalize the two readings.
The newer grand L series kutobas have a digital dash and probably use an electronic hour meter like JD. My JD 5300 uses a mechanical hour meter. It really depends on the year and model. Most all older tractors are mechanical meters.
