I used to use a heavy oak log to drag an area before seeding it, but when that rotted out on me after half a dozen years, I built one out of angle iron and concrete blocks. The log worked great and it was cheap. Just the cost of some chain to wrap around the ends and bolt together.
To spread seed, I have one of those push things that they sell at Home Depot and Lowes. Just dump a sack of seed or fertilizer in it and push it where you want it. Since I do this so infrequently, I've never seen the need to buy anything bigger or fancier.
