/ Setting up carburetor idle position of governor after new carb install. Husky 22HP twin B+S, Engine #44R677, Type# 0021677, Nikki dilution carb.

Installed a new Zenni dilution carb which has a manual choke and a adjustable idle . The tractor has the combined throttle and choke control. Far front is choke and back is speed control. It has the standard engine governor . Choke position functions properly, but the throttle is forcibly held held in the open position, it will not assume the idle position, as the actuating arm is being held in the open position by the constant positioning spring in the mechanism . The throttle cable stops 1/2" from the idle adjusting screw.
I examined the mechanism and cable adjustment will not fix the situation I tried resetting the governor, as to contact the idle speed screw. I t wouldn't budge. As it stands the governor/actuation arm would have to be bent to give any extension for the idle position, or forcibly repositioned. There has to be a common sense solution to achieve the factory settings/control with out a 5# hammer?
