Shaver HD10

I have a shaver post driver that we have driven thousands of posts with over the years.
Hooked up this weekend and it does nothing.
I currently have the cylinder unhooked from the hammer and completely lowered BUT the driver is still raised and will not move.
Yes, I did remove the safety pin. The side is just stuck.
Any ideas on how to get it loose?

If you have the hoses in the wrong port, on my hd 8, it will not do anything.
