I finally got to dig into this thing a bit.
I pulled the hose off the pump and nothing came out even though the tank was half full.
The strainer was completely clogged.
After cleaning the strainer and filling it with fresh fluid it seems to work pretty good.
The diverter seems to be loosening up but its still pretty stiff. I'm hoping it will loosen up. If not I'm sure I can get it working.
I was surprised that only one cylinder leaks. I was expecting at least a few of them to leak.
And none of the valves leak.
It's actually in better shape then I thought.
Although I think there may be an issue with the leaking cylinder beyond the leak. It's one of the cylinders that swing the boom from side to side. Besides the leak the boom seems to sway way too easy. You can actually push it by hand. But the leak is really bad so I'm hoping its just air in the cylinder. I guess I'll see once I get the seal replaced.

never talked with any industry insiders that were big fans of suction strainers.
Does it have a hydraulic filter?

I don't know if its a filter or strainer. Its shaped like a filter but its not paper, its very fine wire mesh.
I don't mind strainers on hydraulic systems. I've had a few machines that have strainers and they seem to do the job.
I did get the diverter working well.
Now all thats left is the leaking cylinder and I really need to grease it. I'll probably do that this weekend.
I think this one is pretty much good to go!

I'll be flipping it.
I have an old harry ferguson that is my keeper.
The ferguson smokes pretty bad and it has a homemade grill with no hood but it just keeps running and it has lots of power. I've broken the steering box and bent one of the tie rod ends pushing it too hard. And I have a backhoe for it that just hooks to the 3pt making it way more flexible.
This jubilee runs great and has a few features that the ferguson doesn't have. The thought of keeping it did cross my mind, but it would be too much work unbolting the backhoe every time I need the tractor for something else which is pretty often.
It would take a pretty nice tractor to make me let go of the ferguson. I find a reason why every one of them wont do!

First and foremost IMO would be getting rid of all of them low pressure water pipe fittings

Yes, I would order replacements from Surplus Center, they should be cheaper than an ER trip for fluid injection...

On the side to side lean with the outriggers down, if one valve lowers both, the shutoff valve is probably to stop any side to side lean.

The water pipe fittings will be replaced along with several of the hoses.
It wont be leaving here till its right.
