Should a person be able to cause a motorest to recive a traffic ticket?

I caused a motorist to get a ticket the other day. I was walking out of the local supermarket I watched someone back out of their parking spot, across the aisle and at a 45 degree angle into the pickup across from them. They looked around, then took off (despite me waving my arms at them). I managed to get a picture of their license plate and gave that along with my first name and phone number to the car owner (wrote a note with the crasher's plate number and my name/info and they came out just as I finished so I told them what I saw). I just got a call today from a sheriff's deputy asking me to re-tell my story, so they are apparently pressing charges.

Some 6-7 years back (B4 hands free car phones were commonplace) out SQ (like state police) did a 'dog and pony show' that advocated calling the SQ whenever we observed illegal or dangerous highway practices.
The joke was that in effect they were advocating breaking the law (using a cellphone while driving) to make a citizen report.
When I pointed that out they did not find me funny.

Not really. The intent was for pedestrians to report dangerous driving or if driving, find a safe place to pull over and make the report rather than waiting until they got home. Timely reporting might alow law enforcement to apprehend the drunk,crackhead or road rage driver before they ran over or crashed into someone. The joke is when you start talking to people,you realize some will try to spin it to mean all kinds of things that were never mentioned.
