I bought a wet pressure gauge to test my hydraulics. On the top there is a blue rubberized nipple with a sticker that says "cut top after installation."
I read in another post where someone did this and glycerin then leaked out. I need to be able to use this laying flat.

Do I have to cut it?

Don't cut that, it is the seal holding in the glycerin. I have used a lot of glycerin filled gauges and never have they had a sticker that said cut top after installation. The glycerin is there to dampen the vibration so the needle doesn't jump around so much especially when using a piston type pump to pressurize.
