I Have a 3033R on order kind of. It is in stock waiting for a few add on to be put on the tractor. The dealer said he doesn't care if I step up. But I only have one week to change my mine. 
I went with it because It was not turbo. The 3039R is turbo charge.
Would I feel the extra 7 hp. I'm just think of the long run down the road. Will the turbo hold up as long as the standard engine.
It not the extra money it the HP and turbo. If it wasn't turbo I would got it from the get go.
I seen to many car turbo go bad fast. Also they gave bad fuel mileage and no bottom end power. I know tractor are not the same. So that the experience I have with turbo engine.
