I don't thing that the pump itself makes any noise. It's that fact that the lifter has to not only operate the push rod, spring and valve, but with the pump on top of the valve cover it also has to operate that as well and I think causing the lifter to lose prime at idle.
I agree that the pump should be run either off of the crank, or cam and not off the valve train
