I'm with the voltage drop and a weak starter.
The "ground" cable should be connected under a starter mounting bolt.
Starters are a generic as socks. Finding a higher HP starter with the same bolt pattern, tooth pitch, tooth count, rotation and bolt pattern is simple enough.
The heater catalogs list oil immersion heaters along side the coolant heaters. The oil heaters have larger heater element surfaces per watt . There should be some 100,200 or 300W oil heater that should fit in a frost plug ?
