The black protective sleeve around the throttle cable keeps slipping where it is clamped at the engine. Anyone have this problem and any solutions they can recommend?

I have used sandpaper or a small piece of rubber around the sheath.

Another possible solution is confirm that the throttle moves freely and is not binding. If the throttle moves freely then apply a lubricant that flows down inside the sheath to reduce the friction between the cable and the sheath. I would use something that leaves a graphite or teflon residual.

This has worked for me on a couple of small engines before. Remove the cable clamp and take a center punch and dimple the inside edge of the clamp where it comes in contact with the cable. It will raise up little burs of metal that will help it grab the cable sheath.

I'd agree with lubing up the cable with cable lube after you get it to clamp down tight.

This isn't unique to PT, but if you cut the sleeve back to the far side of the vertical metal support (Between the clamp and the support), you could put an end on the sleeve that was larger in diameter than the cable(readily made from sheet metal or stop by your local bike store), but smaller than the sleeve, and it would have a hard stop on the vertical support to help keep it from working loose. Just be sure you deburr the cable hole!
