28" Hi-Vac Rider Starter engages but will not turn motor. I put on a new drive belt & clutch disc. Removed 1 engine bolt to get the rear belt guide off to put belt thru it, this bolt had 3 wires for ground, black wire from battery, and a smaller green & grown wires. I put new terminals on small wires & tightened bolt.
I also cleaned all the positive wiring terminals also.
Now no start but the starter engages but will not turn the flywheel.
Could this be a ground problem. ?
I also installed a new solenoid & same result

Try jumping directly to the starter, and ground cable directly to engine. If it still does not turn the motor, you may have to adjust the valves.

It always helps when asking an engine question to know what engine we are talking about, make, model etc. For example it is highly unlikely a valve adjustment problem with a flat head B&S engines, possibly with an OHV B&S engine, unlikely with a Kohler engine.

Safety Switch under seat had bad connector.
I also rebuilt carb & adjusted valves (OHV Briggs)
Runs like new now,
