Thanks I see nothing like it on my tractor but in the morning I will look for where they could be attached


They might not be chains and turnbuckles (although that would be my first guess on an early 1970's tractor). You might see something like two sliding rods or "C" channels.
It's also possible they had been removed or lost sometime in the last 35-40 years. You should see some type of bracket on the rear axle casting and lower links where these would hook up. If so, you may be able to find something (length of chain with hooks and a choker of some sort) you can adapt to reduce lateral movement of the blower. You will want to limit movement on both lower links, by the way.
