Called the local water board, they are sending someone out to determine where the other water meter actually goes since the address of record is on the blacktop road a mile away. In fact, he called while I was typing this and will be here in a couple hours.
When I talked to the water board they said that they do not install either a water backflow preventer or pressure regulator on their meters. However, there is something on my water meter and you can see it on one of the pics below. They also told me that I have a 3/4" water meter and an upgrade to 1" would cost $1,600!!!! OUCH!
I also called 811 and they'll be sending someone out to determine where the water main line goes on my property and mark it (see pics below) and I'll also see if he can determine where the other water meter pipes go.

The main water line inside the utilidor; it appears to me to be a 6" line. The water meter was showing just above 60 psi.
My water meter. It looks like the moron who engineered this water system decided to use 1" PVC for a +1500 foot water line!!!!! GRRRRRRRRRR!
What is the mechanism between the measuring tape and screwdriver?
The other water meter. Note that it doesn't have the "hump" like my water has.
And it looks like they used 1 1/4" to go 1000' or so:
