Speed control valve vs. shut-off valve location

Not easy to identify where the shut off valve is located from this pic. the speed valve is obvious.

Does anyone have a cleaner picture or can help identify this part/bolt?

I think #2 valve is internal, with only a hex head bolt on the outside to open and close it. Look for a hex head that doesn't otherwise look to have a specific fastening purpose.
