Contractor has built several roads in the state and is working on a few right now. He has plenty of people and equipment to do a job. Having GPS on every machine speeds up a job also. The roads that they have built usually hold up really well. New construction with the money already in place for the project don't take as long. Most of the time we build a little bit at a time as money is approved by state. The money was only approved because the road was promised to Toyota when they opened the new plant on the thousand or so acres Mississippi gave them to come here. Toyota had to have 4 4-lane routes within so many miles with train line to come here. They want to be able to move stuff in and out quickly. They use a just in time (no warehousing system). About ten support plants employing 400 or so employees each surround the main plant with 15 miles. Millions and millions were spent on infrastructure Including upgrading the main highway it sits beside to a interstate. A whole lot of tax money for one company to employ a few thousand.
