A generator has a pulse load: it depends on the change of magnetic field. I'm not sure if i use the right terminology, but it does pulsate.

A belt drive smoothens the pulse of the generator magnetic field changes, as well as the pulses from the piston firing of the engine.

Next to that, belts perform much better at high circumferential speed (1800 rpm)
The chain wont like that, its better suited for high torque, medium rpm applications.
We had a Claas mower with shaft drive and a slip clutch, PZ mowers were belt drive and didnt need a slip clutch.
