When my YM1601 gets good & warmed up, it starts putting a little steam out the hose that comes off the top of the valve cover (guessing this is its PCV valve). Is this a bad head gasket issue? Or is something else going on?

I recently replaced radiator cap, some cooling hoses, and clamps to make sure my loss of coolant was not from those sources. I've also added some of that copper / sodium silicate block sealer. Radiator now holds a pretty good pressure after cool down (makes a pop when cap removed). So maybe with more pressure, more leaks are showing up.

There was one external head gasket leak on the intake side that reopened and temp immediately jumped when it did. This leak then resealed when added more coolant.

If it is actually steam then yes your head or head gasket is probably bad. Steam only comes from water. Are you seeing any milky color to your oil or do you see any bubbles going into your overflow resevoir?

There were bubbles in the overflow before I did all the "tighten up" work on the cooling system and the addition of the copper / sodium silicate block sealer. But now, no bubbles in the overflow reservoir that are noticeable (until I release cap).

Oil has remained a plain black color. I thought it was at a high level on the dip stick at one point (after sitting several days) and that maybe water had settled in the bottom of the crank case (separated from the oil). But after running several hours (since cooling repairs), and no running for a couple days, its at about half way between marks and still plain black. Does some water ever get in the oil and is then slowly boiled off after gasket leak has been plugged?

I let it blow on my fingers and it does not feel or smell oily.

as easy as these are to get at i would pull the head before any damage is done. You already said yourself you know there is a leak in the head gasket to the outside, you cannot see anyleaks into the water jackests or combustion chambers. I would order a gasket and pull the head and take it to a machine shop to check the truness or for cracks and then replace the gastet, you will be good to go. I dont like all that goop, as silicate is abrasive and probly not to good for a waterpump, plus goop in radiator passages can slog up your radiator causing more problems. Head gasket should be $40-50 guessing and a wild stab at pressure testing that tiny head, $100 tops im sure probly less than that though, but i have no idea i dont pressure test heads and when i use to pick them up for my fater in laws shop when i worked there i never paid attention to the cost.
