What/How is the best way to make up steel hydraulic lines? I need some with ½" ID.

One way would be to use the proper pressure rated tubing and some compression fittings to match.:)

A medium sized tube bender. Do not try to wrap it around a pipe as you will deform the tube and probably get stress cracks. Do not heat it as you will change the temper and burn off any coating.

How do you bend it?

Yes, a proper sized tubing bender works well. They come in many different sizes and types from inexpensive to the computer models.:)

The compression fittings also come in many different configurations but using them for bends is expensive and leaves a potential for more leak spots.:(

I saw that one on Northern Tool, but it only bends up to 3/8".

I saw these two, but they are a bunch for just two lines, but the ability to bend square tube with the one might be handy down the road.

Any good hydraulic supply house should have tubing benders available for sale. Be warned that 5/8" or 3/4" OD tubing takes a little muscle to bend. Your cheap box store type bender may not be strong enough for steel tubing.

I have benders made by Imperial Eastman but I think Eaton bought them.

Parker Hannifen, Aeroquip are companies that also makes benders.

Anyway, what do you want to do? 1/2" line is a bear to work with. What style fitting do you plan to use on the line? Google "Ermeto" and look at some options. Do not, DO NOT use brass compression fittings. You will end up with an expensive mess.

My oil filter housing craked on my IHC 424 with a BD154 diesel. I made an adpter that is tapped with 3/8" NPT and I'm trying to run the lines to a remote spin-on oil filter base, The block ports in the block re 1/2" ID so I'm trying to stay close to that size.

I'm cuurently unsing AN #8 fittings.

I was thinking that some steel lines would be the most durable.

Scout are great.

As far as reliability goes, I would use a 1 wire hose. Steel lines will crack with vibration and get holes worn in them because there is no flex in them. The hoses that are on factory installed oil coolers are chincy in comparison to 1 wire hose. Unless you are experienced in bending and double flaring 1/2" lines, I would go the flexible route.

The Scout was probably the best 4wd ever made. My favorite was my '78 with a 345 from a school bus. Had a 3.73 posi rear. Back in the early 90's, I used to outrun Mustang GT's from stoplight to stoplight. And, go anywhere offroad.
