Go to your local auto parts and buy a wheel puller. Remove the wheel not, install the puller, with a wrench it does the work pulling wheel off the splined shaft.

After center cap is off remove nut, have a helper pull up on steering wheel, use a large shaft with end square and flat, place on steering shaft end and strike with hammer. MAKE SURE striking shaft is straight or thread damage may happen. If threads do get nicked file or grind away bad spot so nut will go on. If shaft is long enough through nut leave nut on but have about 3 turns loose. That is how I get them off.
