STIHL FS 90 Wont throttle up.

Got a FS90R here that wont throttle up. I'm a little out of my wheel house with 4 strokers. Exhaust port and spark arrester are clear. Throttle cable and butterfly are OK. Any thoughts?:confused3:

The most common problem is gum deposits in the carb from sitting around with gas in it. If it runs better with the choke on part way even though it's warmed up that's a sign that the carb is gummed up.
