The trouble with some of those types of owners is they just go get another dog. Nothing seems to phase them.
You are right, my neighbor across the street had to kill a dog (pit bull) that kept coming to his house and attacking his dog. Several heated conversations, visits from the Sheriff did nothing. Finally the dog attacked his wife but she got away from the dog and the dog went home. My neighbor got his gun, went to the neighbors house and killed the dog. Lawsuits followed but the shooter was found to be within his rights. The guy with the dog was fined for not keeping a dangerous animal penned. He immediately got himself another pit bull. They also have a great dane and several small dogs that run up and down the road but never seem to get ran over. So far no other intrusions have happened. Some people never learn.

That and other reasons is why we fences the entire 40 acres with net wire to keep dogs and coyotes out PLUS keep our dogs in and out of the street.
