I have to figure out how to remove the liner from dad's truck. No idea what kind it is, probably a commerical spray in as it's tinted green. A hideous lime green I might add. It's damaged in places so that the steel is visible and if I put stuff in the bed it always ends up stained green.

If I were you, I'd look into getting something sprayed over it instead of removing it. It would be a huge, messy job to remove that much of it, even with a wire wheel

Depending on the make and model of the truck, it might be cheaper to by a used bed.

And wearing thick clothing is better than a Tee shirt. Those wires hurt when you pull them out of your tummy...

Also welding gloves. The brush can go through a normal glove and a lot of human skin in very short time. Don's ask how I know:D

They hurt going into your tummy also. If I had that job to do, had more time than money I would try one of those heat guns like you strip paint with. Less likely to flame up and I am pretty sure that it will disbond the rubber coating. You would likely still have to use a solvent to get the light coating remaining up or sand blast it after stripping it.
Heat and pry with a wood chisel. It may peel once you get a piece up large enough to get a hand hold on. Try also to strip cut it with a razor knife and using the heat gun to peel up a foot or so then see if you can stretch and pull it to disbond it.
