Hmmm. Add a detonator & diesel. Makes for quick removal. Or consider Pyrodex.

Use circular saw with carbide tipped blade for the crosshatching.

If you only have a few the fastest way I know is to proposition your neighbor to that you'll pay his kid $20 and give him access to an axe and shovel. Dad's are glad to get their kids off the couch and get some exercise.

I've used the stump rot type stuff before around the house and it softened things up but took a while and I still dug out the out the stump a year later.

Also if you find the stump away stuff on the shelf check the ingredients, I have a couple I bought that were almost pure potassium nitrate. You are supposed to drill holes on the stump and pour it in to accelerate decomposition but... if you are competent and know what you are doing that is about the cheapest way to get one of the three ingredients to make gun powder- which is a great "stump away"

I think the key is (unless you want to dig it out) is to kill it good. Here in the PNW, we have lots of maples that love to be cut to the ground, it just sprouts more vines. I finally got wise and made fresh cuts at the base and immediately 'painted' the cut with full strength 'Roundup' super concentrate. Took a couple years but it killed them good and they are rotting out nicely. Of course if you are in a hurry it will be a mechanical job.
