My 63 Ford 4000 172 ci 4 cyl gas engine recently rebuilt starts easily but surges all the time now. Been using it fine for months after the rebuild. Recently I was mowing and the engine quit. I decided that the carb had issues so I had it rebuilt. Put it back on with a new gasket and with the linkages all set the same. Immediately it was surging. Before it was done troubleshooting I had a new fuel filter and coil installed. Trying to adjust the governor found the gov linkage clevis was rusted tight and had to replace that. Set it per the operations manual said. Started finally today and it is still surging! If I hold the carb arm steady with my finger the rpms hold steady! Please advise what this sounds like to you guys more experienced than I? Thanks.

Make sure you have no preload on the gov spring, and make sure that the gov comp spring under the steering box I intact and in place ( though normally that just keeps it from snatching throttle ).

Lastly, give her a hair of choke.

If choke stops the hunting, enrich her main needle.

Leaning and fuel shortage will cause them to hunt.

Does she only hunt at idle or under load /throttle too?

Trying to get you to test all the non-governor stuff first ;)

Thank you sound guy. I was hoping you would see my question. All help from everyone is appreciated!
I reset the points per the manual .025. Still surging. I then gave it more than a hair of choke. When it got pretty heavy choke it quit surging but running ragged, but I doubt that痴 what you meant by a 塗air of choke?

Forgot to say, SG, it is not surging at low rpm, but when I step it up to higher idle range it starts surging.

very well could be fuel starvation.
