TC21DA Boggs Down in High Gear

My TC24DA will not go up a slight incline on a paved road while in high gear. Even on flat surface I need to press the forward pedal as hard as possible to get any speed at all. The low gear does not seem to have this issue. I have owned the tractor for 14 years and this is a very recent issue. Any suggestions will be greatly appreciated.

Have you changed your hydro filter and fluid in the past 14 years? If so when was the last time you did?
