I dought it's the damper. I replace mine and it did nothing. look for bent linkage or on mine the main bracket was bent. Lift the tractor off the ground and move the pedal from forward to reverse look for worn or bent parts.
Loading the parts cannon gets really expensive when dealing with CNH. Ask me how I know. The manual has a procedure for setting neutral on the pedal.
