My TC29D has two hoses that run from the back of the tractor, these two hoses are what power the backhoe. I assume these are the same hoses that power your splitter. As I understand it, fluid must circulate from one hose then through the splitter/backhoe then through the other hose back to the tractor. If the fluid cannot make this circuit, the 3 point will not raise (it will lower because of gravity).
The reason I know this is because the first time I removed my backhoe I didn't reconnect those two hoses and my 3 point wouldn't go up.

Try disconnecting your splitter and re connecting the two hoses from the tractor. If the 3 point then works, I would say that the valve for the splitter is not letting the hydraulic fluid return back to the tractor.

That's not the case with the diverter valve. It is for a front-end loader's dual valve that has power beyond. A backhoe isn't attached to the diverter like the FEL valve is. The backhoe is normally plumbed from the same source as the remote hydraulic valves. This splitter is being powered by the diverter valve. The splitter doesn't have power beyond like the FEL would, so there is no way for pressure to get to the 3PH. The OP needs to remove the splitter, cap the lines, and place the diverter back to the 2 o'clock position. Then the 3PH should operate normally. That's what I think the issue is. I'm not 100% sure, but I'd say 90% or more.

I have unhooked the log splitter. The hydraulic lines from splitter was attached to the side of the tractor. See pictures.

Joe, thanks for the pictures. They were very helpful. You showed a photo of the left side fender console, but not the one on the right side with the 3PH control lever. Did you take a photo of that too?

I will try to gather some info and post it back here, but it's starting to look like you need some help from a dealer's service department to get this all straight. I think your tractor has been plumbed in an odd way and the previous owner had work-arounds for making the 3PH work. I think the 3PH might lift if you moved the lever up and then ran the splitter out to the end of the ram so some back pressure is created to the system. However, this is a dangerous undertaking since if the 3PH lifts unexpectedly, it might catch you off-guard.

What I am going to suggest is that you take the splitter off and cap the lines at the diverter valve. Then move the diverter to the 2 o'clock position so the 3PH works normally. From there, I'd suggest you get a remote hydraulic valve installed so you don't get into this situation again.

EDIT: That sentence above is incorrect because I just noticed you have quick connects on your diverter. They are already capped when you removed the splitter. All you need to do is move the diverter spool to the normal position by rotating the the slot to the 2 o'clock position.

I've included an illustration of the valve. Your splitter is plumbed in at the places marked "7" and "10". The valve you need to move is "9".
