Mowing TC30 PTO Help

I have a New Holland TC30 with 500 hrs, great tractor. I recently purchased a Flail mower and after getting everything mounted and adjusted I went to engage the PTO, the issue is, even with the transmission in neutral and the clutch fully depressed, as I go to engage the PTO, the gear is spinning and wants to grind, is this normal ? am I just not engaging the PTO lever quick enough ?

Disconnect the PTO to the mower and see if the PTO shaft will spin.

One of two likely scenarios. 1. Your PTO clutch disc is stuck to the pressure plate or the lining has come apart and piled up preventing it from disengaging in either case. 2. Your transmission clutch disc has enough wear to affect the internal PTO clutch adjustment preventing the PTO stage from disengaging. This can be verified IN SOME INSTANCES by reducing your clutch pedal freeplay to an absolute minimum while maintaining some measurable free play. This may allow the PTO stage to disengage. In any event you are probably looking at splitting your tractor for some amount of clutch repair. Do not continue to grind the PTO gears as this is a separate and additional repair beyond your clutch issue.

Progress, blocked the wheels, crawled under the tractor and pushed the clutch pedal, it is not moving the disengagement rod for the PTO clutch, even with all the slack removed. Going to drop the rod off and put a pipe extension on the lever for the PTO clutch to be sure its not ceased, then I guess its a trip to the Tractor parts shop, assuming its the clutch pedal assembly.

Dropped the rod and the rear plate moves with very little resistance for about 15 degrees, I cannot make the lever move any further forward and the gear still grinds as you attempt to engage the PTO, so I guess its a trip to the shop to get it fixed, I have the tools but I think this is more than I want to chew off.
